Building a Deck in Northern Idaho: Permits, Materials, and Costs

A deck is one of the most popular outdoor improvements in Northern Idaho, and also one of the most frequently built incorrectly. The combination of heavy snow loads, freeze-thaw cycles, and the persistent moisture that comes with living in a river valley region creates a demanding environment that exposes bad construction quickly. Here's what to know before you build.

Permit Requirements in Idaho

In Idaho, a building permit is required for any deck that is more than 200 square feet in area or more than 30 inches above finished grade. Covered structures (pergolas, covered porches, carports) almost always require permits regardless of size.

Benewah County permit applications are submitted to the county building department and typically require a site plan showing the deck location and setback from property lines, a deck plan showing dimensions and framing layout, and footing details. Processing time is usually 2 to 3 weeks.

Building without a permit creates problems at resale. Unpermitted decks don't show up in insurance coverage the way permitted structures do, and they can fail home inspections when you sell. Vandenberg Construction pulls all required permits.

Footing Requirements

In Benewah County, deck footings must be installed below the frost line -- a minimum of 24 inches, though 30 to 36 inches is better practice on sites with heavier soil moisture. Frost heave (the upward movement of frozen soil) lifts shallow footings and eventually breaks the structural connection between the footing and the post above.

Concrete tube footings are the standard for residential decks. For larger deck structures and covered porches, engineered footings or helical piers may be appropriate depending on soil conditions.

Post Base Details

This is the detail that fails most often on existing decks in Northern Idaho. Wood posts set directly into concrete footings, or posts in stand-on post bases that allow water pooling at grade, rot at the base within 5 to 10 years. The standard for a properly built deck in this climate is a standoff post base that keeps the bottom of the post at least 1 inch above the concrete surface, preventing water pooling and rot.

Ledger Board Flashing

The ledger board is the deck's attachment point to the house. Improper ledger flashing is the most common cause of deck-related water damage to the house. Water gets behind the ledger, saturates the rim joist and band joist, and causes rot that spreads into the floor system of the house.

Idaho's climate makes ledger flashing non-optional. Vandenberg Construction uses step flashing and through-wall flashing at every ledger installation.

Snow Load Considerations

The Benewah and Shoshone County areas receive 60 to 100 inches of snowfall per year. Residential decks are typically designed for 40 pounds per square foot live load. Wet, packed snow in Northern Idaho regularly exceeds this -- monitor your deck during heavy snow events and remove load as needed.

Covered deck structures (pergolas and covered porches) need to be engineered for local snow loads. An undersized covered structure can collapse under a heavy snow year.

Cost Summary

Basic uncovered deck (composite, 400 sq ft): $35,000 to $50,000. Pressure-treated wood equivalent: $18,000 to $28,000. Covered porch addition (200 sq ft, composite, proper roof): $55,000 to $80,000.
